From independent Ukraine – to an independent Ukrainian

Under the leadership of the People's Movement of Ukraine, Ukrainians won the independence of their country. But in 1991 year, a non-independence fighter was elected president, movement Vyacheslav Chornovil, and his communist opponent. Instead of decommunization, lustrations, rapid economic and political reforms, which were carried out in the Czech Republic, Poland and the Baltic States, the Ukrainian government entered the fairway of its former imperial metropolis – of Russia, supported the existence of a common economic and media space. Instead of, to move away from the Russian Federation, Ukraine has come so close to it, that in 2013 year were on the verge of absorption.

The case is not over. The People's Movement is coming back, to make Ukrainians truly independent.

I am going to the President of Ukraine, to realize the hopes of tens of thousands of Rohiv residents and millions of Ukrainians for a better fate. Fate once again gives Ukraine a chance to change history. People's Movement, as well as 27 years ago, will implement this opportunity.

Vyacheslav Chornovil said: «Ukraine begins with you!». Our goal – to create conditions for the prosperity of the nation independent Ukrainians.

Dream Ukraine – it is a country of independent citizens, where every Ukrainian – self-sufficient, self-sufficient and self-governing. he – a master on his land, does not depend on the state, because it has the conditions of free management.

Independent Ukrainian – self-protected. He is ready to take up arms, to protect oneself from enemies, homeland, property, the country, to defend their freedom and independence.

Independent Ukrainian – resource efficient. It uses energy-saving technologies, organizes levels for all conditions of energy use and production, free choice of suppliers, justified tariffs.

Independent Ukrainian – conscious, he is a responsible person, votes in elections, trusting not words, and business. He is interested in new things and protects the information space from the manipulative influence of propaganda, thinks critically.

Independent Ukrainians are demanding dignity, strength and well-being in his country. Accordingly, my program is built on these three pillars.

DIGNITY

Dignity is not only spiritual, and at the same time a material factor, because power and well-being are based on it.

Ukraine will establish itself in the world as an innovative, creative country, where is education, science, culture, sports and health care will become drivers of the creative economy. The national cultural product will represent Ukraine in the world and provide communication between all Ukrainians in the world and Ukrainian leadership in the world market.

Intellectual property will be securely protected.

Ukrainian language – the basis of security, it will unite society and become the language of international communication in Ukraine.

When granting citizenship of Ukraine, and also when hiring, related to public information, regardless of the form of ownership of the enterprise, mandatory testing will be conducted on the basis of determined state standards of the Ukrainian language.

The educational process in state and municipal educational institutions must be conducted exclusively in the state Ukrainian language.

A modern system of higher and vocational training will be created, which will become the driving force of building a new economy.

We will ensure the creation of a system of patriotic education of Ukrainian children and youth, in particular through «Layer».

The prestige of educators, a high level of wages and compliance with educational standards will be a priority of the new government.

Health care will be based on equal access to medical services for all citizens, a decent salary for doctors and competition for patients.

We legally initiate the return of employees, in particular, by calculating length of service, introduction of zero taxation of their transfers to Ukraine.

Dignity – this is justice. The reform of the judicial system will be completed quickly, effective work of courts, a separate anti-corruption court and compliance with the principle of judicial independence.

People's Movement of Ukraine – for a strong law enforcement system, which requires a complete reboot of the management team.

POWER

For citizens, the state is a tool for ensuring their own development, therefore, its power will be aimed at ensuring the interests of every Ukrainian. For this, rapid economic reforms are expected, rise of the army, military-industrial complex, aerospace industry.

Electronic governance will be implemented and all state registers will be transferred to the blockchain, which should stop raiding and abuse of officials.

We will abolish the majoritarian system as a source of political corruption.

The rights of the Crimean Tatars will be restored together with the Crimean Tatar national autonomy in the Crimea in the cathedral Ukrainian state.

In the military sphere, the People's Movement of Ukraine will win the war with Russia. The following will be done:

• Purification of power from Kremlin agents, informants of the special services of the Russian Federation, militants and «agents of influence» Russian church divisions.
• Building a perfect border security system.
• Eradication of corruption in the military-industrial complex and the Ministry of Defense of Ukraine.
• Creation of high-precision weapons with the ability to reach strategic objects of the aggressor country.
• Creation of a satellite group for defense needs.
• Creation of a reserve army.
• Creation of cyber armies.
• Maximum use of unmanned military equipment.
• Ensuring the right to own weapons and armed self-defense, taking into account world experience.

Deoccupation of Donbas and return of Crimea:

• Increasing pressure on the international community to maintain sanctions on the Russian Federation, improving the quality of the work of the SBU and the Prosecutor's Office of the Republic of Crimea regarding the establishment of officials of the illegal occupation authorities (citizens of Ukraine) and ensuring their prosecution during their stay in partner countries of Ukraine through cooperation with their law enforcement officers.
• Creation of conditions for youth, who lives in the occupied territories, for them to obtain Ukrainian passports, study in Ukraine, employment, organization of own business.
• We will ensure the readiness of the Ukrainian army for immediate active actions to liberate Ukrainian territories in the event of favorable conditions.
• We will achieve the introduction of a peacekeeping mission in the occupied territory under conditions, which would fully satisfy the protection of the national and territorial interests of Ukraine.
• We will use the military part of the plan to liberate Ukraine after the personnel update of the special services, General Staff and the Ministry of Defense.

 

WELFARE

The well-being of citizens is a consequence of a strong economy.

The People's Movement developed a program document «Economic patriotism. Strategy for realization of national interest for the rapid development of Ukraine», which implies to 2030 year of reaching the annual level of GDP 498 billion. dollars. and average salary level –988 dollars. per month, average life expectancy – 82 years.

Human health – the most important element of well-being. Priorities: disease prevention, promoting a healthy lifestyle, introduction of insurance medicine. In sports, education, we will introduce the principle to medicine «money follows man». A healthy nation – happier and more productive.

The formation of a three-level pension system will be carried out with the filling of the pension fund at the expense of rent payments for the use of subsoil according to the Norwegian model.

Strong economy – guarantee of the return of Ukrainians from abroad. Youth concessional lending for housing and the provision of special benefits at interest rates for the birth of a child will be launched, the creation of infrastructure for the construction of low-rise, low-cost, energy-efficient housing for each family will be ensured.

The old economy, which is based on raw materials, extensive, cost model, where man is seen as a social problem, will be replaced by a new one, where man is the highest value.

The set goal will be achieved according to the five-stage strategy:

• Reforming the economic management system and creating tools and prerequisites for development.
• Super-accelerated economic growth based on an aggressive export policy, to catch up with leading countries in technological development.
• Accelerated growth of priority sectors of the economy due to a closed cycle of innovations and import substitution.
• Growth of the entire economy based on innovation and developed domestic consumption.
• Achieving world leadership in individual sectors, balanced development.

Goals and principles:

1. Strategic. Economic development is based on national interests.
2. Strategic direction – Euro-Atlantic integration in the economy and security. We support joining the EU and NATO.
3. Simultaneous horizontal and vertical reforms. Horizontal reforms – strict eradication of corruption, protection of property rights, antimonopoly policy, honest courts, transparent activity of regulators, incentive tax system. Vertical reforms – a set of measures to develop production in Ukraine in strategic directions: engineering – Military industrial complex, aerospace, energy-, vessel-, agro-, engineering, automotive industry and components; advanced processing – nothing should be exported as raw materials; high technologies – pharmaceuticals, ICT, robotics, material science, etc; Energy conservation and alternative energy; Import substitution. The main goal – dignified life of citizens, is achieved by creating high-paying jobs, more of which will be created additionally 3 million.
4. Stimulation of domestic production, its protection from unfair competition and the promotion of Ukrainian products on global markets.
5. Development of a closed cycle of innovations, which includes education, scientific research, technology development, serial production, product promotion, opening of markets, sales support.
6. Increase in exports to 5 times due to creation 200 special economic zones and industrial parks, Development Bank, export credit agency and other development institutions.
7. Attracting internal and external investments in the amount 200 billion. dollars. for 10 years. State investment through special financial institutions – funds, agencies on the basis of the Development Bank. Priority – investment of export and innovative enterprises. The source of financing will be the reasonable use of emission instruments. 100  thousands of loans to innovative small and medium enterprises.
8. The tax system: transition from a complex system to a simple one by minimizing the number of taxes and redistributing the burden on raw materials sectors. Benefits for innovative business. Already in 2020 year – introduction of a tax on withdrawn capital.

 

9. Return and return. Together with the US Treasury Department, international organizations, against money laundering, acquired by criminal means, we will develop an optimal model for returning capital from abroad.
10. Development of the military-industrial complex – the basis of not only victory in war, and in the development of high technologies, innovative mechanical engineering, export of military equipment and the creation of hundreds of thousands of jobs.
11. Procurement for public funds with a focus on production in Ukraine.
12. The land market should be open upon completion of judicial reform and decentralization reform based on the French model, when the condition of purchase is the ability of the buyer to conduct agricultural activities by profession and capital, with the limitation of the size of plots for cultivation and active development of medium-sized farms. Mandatory conditions – Ukrainian citizenship of the owner and limitation of concentration of land in the same hands.
13. Full audit of state-owned assets with the involvement of the world's leading auditing companies.
14. Subsoil taxation and payment of environmental taxes will be raised to the world level.
15. Creation of the Business Development Fund, from which small and medium-sized businesses will be financed. To avoid corruption – creation of tender commissions, in which officials will have a minority.

DIGNITY. POWER. WELFARE – this is the movement's path of progress from independent Ukraine to an independent Ukrainian.
